APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on behalf of the Sheriff-Coroner, a
purchase order with Engineered Control Systems in an amount not to exceed $240,605 for the upgrade and remodel
of the Central Control system at the Martinez Detention Facility.
FISCAL IMPACT:
$240,605. 100% County General Fund. Budgeted in FY 2013/14.
BACKGROUND:
This upgrade to the Martinez Detention Facility control system is required for functionality, video recording of
events, and operation of the facility. The upgraded camera system will allow for 12 month retention of video, with
better resolution and output than the current camera system. The new system will be programmed with up-to-date
software graphics that are better accentuated with a 'user friendly' interface for which the Sheriff's Office can provide
input for changes desired in functionality. The system controls access/egress, communications, and other vital
functions of the facility. The existing system has proven effective during the past eight years, but

is out of date with current technology and hardware advancement and is not supported. The updated ECS system will
provide for compatibility with the West County Detention Facility and for remote control of the jails (one from the
other) in the event of an emergency or incapacity in central control.
In 2005 Engineered Control Systems (ECS) was the vendor utilized for the Central Control system upgrade at the
Martinez Detention Facility. The Sheriff's Office needs to maintain the familiar and proven ECS system as other
vendors can not service and support the existing functionality. A complete 'overhaul' and system change-over would
be required if a new and different system was considered.
