HomeMy WebLinkAboutMINUTES - 10222013 - C.33RECOMMENDATION(S): APPROVE Appropriations and Revenue Adjustment No. 5005 authorizing new revenue in the amount of $246,668 from the U.S. Department of Justice "Smart Probation: Reducing Prison Populations, Saving Money, and Creating Safer Communities" grant and appropriating it to implement evidence-based practices that target high-risk probationers by identifying medium/high-risk offenders, improving pre-release contact, and increasing capacity for cognitive behavior treatment. FISCAL IMPACT: This action increases revenue and appropriations by $248,668. 100% Federal; No match is required. BACKGROUND: The goal of this grant is to increase effective evidenced-based probation programs that address offender's needs and reduce recidivism. Kader, County Probation Officer Date:October 22, 2013 Contra Costa County Subject:Appropriation Adj. to Recognize Revenue for Implementation of the US DOJ Smart Probation Grant BACKGROUND: (CONT'D) of new strategies and tools tested through this initiative. Additionally, data gathered will be used to evaluate and validate delivery of probation services and improve customer service. On September 9, 2013 the Probation Department was notified that the US Department of Justice (DOJ) approved the "CONtra Costa County iNNovative Evidence-based supervision and Cognitive-behavioral Treatment (CONNECT) Program" grant proposal. The Probation Department will use the new revenue of $248,668 to fund one full-time Deputy Probation Officer, an outside consultant who will provide Evaluation and Performance Assessment and Benefits Enrollment Specialist to conduct screenings to determine eligibility for State and Federal benefits. CONSEQUENCE OF NEGATIVE ACTION: The new revenue and associated expenditures will not be properly recognized in the department operating budget. CHILDREN'S IMPACT STATEMENT: Not applicable.
