APPROVE and AUTHORIZE the Public Works Director, or designee, to execute Contract Amendment No. 1 with
LSA Associates, Inc., effective October 23, 2013, to include a second payment method (Specific Rate of
Compensation), and to increase the payment limit by $47,726 to a new payment limit of $253,558, to provide
additional necessary work associated with the environmental technical studies for the Camino Tassajara Shoulder
Widening, 1.1 miles south of Highland Road to 0.30 miles north of Windemere Parkway Project, with no change to
the original term of April 5, 2012 to March 31, 2015, San Ramon area. (District III) Project No. 0662-6R4072,
Federal Aid Project No. HSIPL-5928(110)
FISCAL IMPACT:
Work performed under this contract is funded by 70% South County Area of Benefit (AOB) Funds and 30%
Highway Safety Improvement Program (HSIP) Funds.

The Camino Tassajara Shoulder Widening, 1.1 miles south of Highland Road to 0.30 miles north of Windemere

BACKGROUND: (CONT'D)
environmental assessments and studies pursuant to the National Environmental Policy Act (NEPA), the California
Quality Act (CEQA), the Clean Water Act, the Porter-Cologne Water Act, and the State and Federal Endangered
Species Acts.
Effective April 5, 2012, on behalf of Contra Costa County (County), the Public Works Department entered into a
standard contract with LSA Associates, Inc. in an amount not to exceed $205,831.56 for environmental
professional services for the Project.
The Contract needs to be amended to provide for additional necessary work and to add a second payment method
in support of the Project.
Pursuant to the Contract’s Service Plan, Section III-C, Contractor will conduct extra required work at an
additional cost in order to complete environmental technical studies and implement additional avoidance and
minimization measures for the Project for environmental compliance with CEQA and NEPA requirements.
Currently, the Contract has one payment method of “Actual Cost-Plus-Fixed-Fee,” which is used for the
assessment tasks listed within the Contract and will be used for a portion of the extra required work listed in this
amendment. However, the Contract needs to be amended to include a second payment method of “Specific Rate
of Compensation” for construction monitoring tasks listed within the contract.
All other terms and conditions in the Contract entered into on April 5, 2012 and this amendment between the
County and the Contractor shall remain in full force and effect.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board approval, environmental assessments will not be completed in a timely manner, therefore the
necessary environmental clearances will not be obtained; which may delay the construction of the project; and
may jeopardize funding.
CHILDREN'S IMPACT STATEMENT:
Not applicable.
