APPROVE and AUTHORIZE the Public Works Director, or designee, to sign and submit a Cooperative Work
Agreement (CWA) extension request to the California Department of Transportation (Caltrans) and California
Department of Finance to extend the use of federal funds allocated to the West Contra Costa Safe Routes to School
Program to October 31, 2014.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
The Federal Safe Routes to School Program (hereinafter referred to as SRTS Program) was created by Section 1404
of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users Act (SAFETEA-LU),
signed into Public Law (P.L. 109-59) on August 10, 2005. The SRTS Program provides federal-aid highway funds to
State Departments of Transportation (DOTs) over five, federal fiscal years (i.e., FFY 2005-2009) in accordance with
a formula specified

BACKGROUND: (CONT'D)
in the legislation. These funds are available for infrastructure and non-infrastructure projects, and to administer Safe
Routes to School Programs that benefit elementary and middle-school children in grades K-8. The SRTS Program is
administered by the Federal Highway Administration (FHWA) Office of Safety.
The West Contra Costa (WCC) SRTS is a four-year, non-infrastructure (program) grant in the amount of $500,000
intended to encourage students to walk or bicycle to school. WCC SRTS activities are being implemented in nine
middle and elementary schools selected by the West Contra Costa Unified School District and includes activities to
encourage and educate children about walking and bicycling to school.
Grant funds are required to be expended by June 30, 2014. An extension of time to October 31, 2014 is needed to
ensure all funds have been expended, invoiced, and reimbursed by Caltrans.
CONSEQUENCE OF NEGATIVE ACTION:
An extension request for the funds awarded for the WCC SRTS Program will not be signed and submitted, and those
funds remaining after June 30, 2014 will not be available for the program unless the project is closed out by October
31, 2014.
CHILDREN'S IMPACT STATEMENT:
Safety will be improved for students that walk or bike to and from school.
