APPROVE and AUTHORIZE the Public Works Director, or designee, to sign and submit a Cooperative Work
Agreement extension request to the California Department of Transportation (Caltrans) and California Department of
Finance, for the extended use of federal funds allocated to the San Pablo Avenue Bridge Replacement Project, Rodeo
area. Project No. 0662-6R4005
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
The Public Works Department is proposing to replace the existing San Pablo Avenue Bridge over Rodeo Creek that
was originally constructed in 1918, and later widened in 1929 and 1948. The proposed project involves the removal
of the existing bridge and the construction of a replacement bridge of similar size that meets current traffic safety and
design standards.
In 2006, the Preliminary Engineering phase of the San Pablo Avenue Bridge Replacement Project was awarded
$650,695 in federal funds through the Highway Bridge Program (HBP). The balance of

BACKGROUND: (CONT'D)
unspent funds, approximately $240,000, will expire on June 30, 2014, unless a CWA is put into place to extend the
expenditure deadline for up to one year. These funds will be needed beyond the June 30, 2014 deadline in order to
complete the environmental permitting process and to complete final design activities. In order to ensure that funds
are available to complete the preliminary engineering phase, the Public Works Department recommends requesting
this one-year funding extension.
CONSEQUENCE OF NEGATIVE ACTION:
An extension request for the funds awarded for the San Pablo Avenue Bridge Replacement Project will not be signed
and submitted, and those funds will not be available for the completion of preliminary engineering of the project.
