HomeMy WebLinkAboutMINUTES - 10222013 - C.03RECOMMENDATION(S): ADOPT Resolution No. 2013/400 of Local Support to submit an application for State Transportation Improvement Program (STIP) funds under the Roadway Projects Program for the Kirker Pass Road Northbound Truck Lanes Project, as recommended by the Public Works Director, Concord area. (Districts IV & V) FISCAL IMPACT: No fiscal impact. BACKGROUND: The STIP is a multi-year capital improvement program of transportation projects on and off the State Highway System, funded with revenues from the State Highway Account and other funding sources. The STIP is composed of two sub-elements: The Regional Transportation Improvement Program (RTIP) and the Interregional Transportation Improvement Program (ITIP). As the Regional Transportation Planning Agency (RTPA) for the Bay Area, the Metropolitan Transportation Commission (MTC) is responsible for developing regional project priorities for the RTIP for the nine counties of the Bay Area. The biennial RTIP is then submitted to the California Transportation Commission for inclusion in the STIP. The Kirker Pass Road Northbound Truck Lanes Project is recommended for a funding award though the STIP. If the application is selected for funding, the County may be granted $2,650,000 for the Kirker Pass Road Northbound Truck Lanes Project. Receiving STIP funds will augment Measure J funds programmed for the project and County road funds to allow the improvements to be made. Bueren, Public Works Director/Chief Engineer Date:October 22, 2013 Contra Costa County Subject:Resolution of Local Support for State Transportation Improvement Program (STIP) Funds for the Kirker Pass Road Northbound Truck Lanes Project BACKGROUND: (CONT'D) Project Description The Kirker Pass Road Northbound Truck Lanes Project will improve the safety of Kirker Pass Road by constructing a truck climbing lane in the northbound direction from Clearbrook Drive in the City of Concord to the northern Hess Road intersection in unincorporated Contra Costa County. The project includes widening the roadway for the truck lane, as well as paved shoulders for future Class II bike lanes. CONSEQUENCE OF NEGATIVE ACTION: A negative action will eliminate a potential funding opportunity (i.e., STIP funding) and delay implementation of improvements.
