FISCAL IMPACT: No fiscal impact. BACKGROUND: The Employment and Human Services Department submits a monthly report to the Contra Costa County Board of Supervisors (BOS) to ensure ongoing communications and updates to the County Administrator and BOS regarding any and all issues pertaining to the Head Start Program and Community Services Bureau. Good News Update/Accomplishments: A successful independent audit was completed with the State-funded Child Care and Stage 2-CAPP Programs with no questions or concerns. Education managers conducted the annual refresher training for CSB teachers on the Ready to Learn Curriculum. The training focused on assisting teachers to build a strong foundation for learning in their classrooms as they develop relationships with the newly enrolled children and their families. An annual parent training on traffic and pedestrian safety was conducted. Training reinforces what children are learning in the classroom, such as traffic light rules, pedestrian crossing, car seat and seat belt laws, and how to safely take public transportation. Comprehensive Services Managers are planning for three days of pre-service training for the return of part-day/part-year teachers and home-based educators on September 16. In-service topics will include best practices in the classrooms around health, serving children with disabilities, mental health, nutrition, parent, family, and community engagement. II. Status Updates: a. Caseloads, workload (all programs) Head Start: 71% enrolled due to part-day programs being closed until October 1st. Early Head Start: 104% Stage 2: 342 families/536 children CAPP: 108 families/167 children LIHEAP: 475 clients served Weatherization: 37 units weatherized b. Staffing CSB has two vacancies for Infant Toddler Associate Teachers. The bureau will schedule interviews within the next 2 weeks. Currently there is appropriate coverage provided by fully qualified temporary employees. CSB has several employees off work on FMLA/LOA and their positions are covered by temporarily upgraded (TU) employees. Union Issues None at this time III.Hot Topics/Concerns/Issues: Health Care Reform continues to be a topic of importance to our staff and clients. Staff enjoyed the presentations by EHSD and found them very helpful. Funding the cost of living increase is of concern. CSB projects that the 2% salary adjustment approved by the Board in August and the impending increase resulting from labor negotiations will result in a $1.2 million shortfall for the Bureau (please see attached letter for further details). Community Service staff and parents were the focus of a local news story highlighting the impacts of the 5.27% sequester on Head Start and its clients. The story was filmed at our George Miller Head Start center in Concord (link:http://shar.es/zM4l0). CSB has developed a one-page handout outlining the impacts of the Sequester on Contra Costa County to be sent to several local legislators (please see attached). IV.a)Emerging Issues/New Challenges: A new requirement of the Head Start 5-year grant beginning July 1, 2013 is to complete a Governance, Leadership, and Oversight Capacity Screener by September 30, 2013. This was completed by CSB, as the Head Start Grantee, and its Delegate agency, in partnership with Policy Council members and Board representatives from each agency. Results indicate that Grantee is in compliance with all required practices and Delegate is in compliance with all, with the exception of having a licensed attorney to serve on their Board. They are currently in the process of recruiting and appointing a licensed attorney to their Board and anticipate this will be in compliance no later than September 30, 2013. cc:Policy Council Chair Family & Human Services Committee Shirley Karrer, ACF
