HomeMy WebLinkAboutMINUTES - 10152013 - C.38RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to execute a revenue amendment from California Department of Education, to increase the payment limit by $487,256 to a new payment limit of $3,087,688 in order to support childcare and development programs (CalWORKS Stage 2) with no change to the term July 1, 2012 through June 30, 2013. FISCAL IMPACT: 100% State funding No County match State: C2AP-2010 / Amend 2 County: 29-213-19 BACKGROUND: The Board approved receipt of funds on June 26, 2012 from California Department of Education for the 2012/13 funding allocation for alternative payment / CalWORKS Stage 2 childcare services. Dept. of Educ. CalWORKS Stage 2 childcare revenue contract, amendment 2 BACKGROUND: (CONT'D) their participation in the CalWORKS program. The Board approved receipt of additional funds on September 11, 2012 which increased the payment limit to $2,600,432. On September 30, 2013, the Department received an amendment #2 from the State to accept further additional funds. This proposed amendment is in response to the Department accepting the transfer of additional families from the Professional Association for Childhood Education (PACE) Alternative Payment childcare program. The Department of Education affected this tranfer upon the cessation of service provision from PACE, effective May 21, 2013. The Department agreed to accept the additional families, incurring the costs identified herein. CONSEQUENCE OF NEGATIVE ACTION: If not approved, County will not have funds to operate CalWORKS Stage 2 childcare program. CHILDREN'S IMPACT STATEMENT: The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
