ADOPT Position Adjustment Resolution No. 21363 to add one Eligibility Work Supervisor I position (XHHA)
(represented) at salary plan KKX 1506 ($4,603 - $5,879) in the Fraud / Appeals Division of the Administrative
Support Services Bureau of the Employment and Human Services Department.
FISCAL IMPACT:
Upon approval of this position request will increase personnel expense by $122,052 . This position will be funded by
45% Federal revenue, 45% State revenue, and a 10% County.
Annual pension expense of $43,018
BACKGROUND:
Requesting a permanent Eligibility Work Supervisor I position that was previously filled by a County temporary
employee. This position is necessary in order to meet the state-mandated due process needs of the applicants and
recipients of the public assistance programs administered by Employment and Human Services Department.

BACKGROUND: (CONT'D)
The Eligibility Work Supervisor I is responsible for reviewing all of the State hearing requests received to
accurately identify the claimant's hearing issue. The Eligibility Work Supervisor I also completes the
Aid-Paid-Pending determination and issues instructions to ensure timely compliance with State and Federal laws.
If this action is not approved, the Department will have inadequate staff resources to fully comply with the
Aid-Paid-Pending State laws requiring that the claimant's benefits be restored within 5 days of receipt of the State
hearing request.
CONSEQUENCE OF NEGATIVE ACTION:
By not adopting the EW Supervisor I position the Department will have inadequate staff resources to fully comply
with the Aid-Paid-Pending State laws requiring that the claimant's benefits be restored within 5 days of receipt of
the State hearing request. In addition, the Department could potentially run the risk of violating the claimant's
right to have the matter resolved within 90 days of their hearing request. This position will assist the Department
in protecting the due process rights of the applicants and recipients in receipt of public assistance programs
administered by Employment and Human Services Department.
