APPROVE and AUTHORIZE the Fire Chief, or designee, of the Contra Costa County Fire Protection District to
apply for and accept the U.S. Department of Homeland Security FY 2013 Assistance to Firefighters Grant, with the
Federal Emergency Management Agency as fiscal agent, in an amount not to exceed $882,833, for the purchase of
cardiac pulmonary resuscitation compression devices.
FISCAL IMPACT:
This is a regional grant request. The total project cost is estimated at $980,925. The District and its partner agencies
could receive up to $882,833 in Federal funds if the grant is awarded. This amounts to 90% of the project cost. There
is a 10% local agency match requirement. The local agency match will be pro-rated by agency based on the
distribution of equipment. The District's portion of the local agency match is estimated at $62,205. The grant award
will be for a period of one year from the effective date of award. (90% Federal /6.3% Special District Revenues/3.7%
Outside Local Agency Reimbursement).

BACKGROUND:
The primary goal of the Assistance to Firefighters Grants (AFG) is to meet the firefighting and emergency response
needs of fire agencies and non-affiliated emergency medical service organizations. Since 2001, AFG has helped
firefighters and other first responders to obtain critically needed equipment, protective gear, emergency vehicles,
training, and other resources needed to protect the public and emergency personnel from fire and related hazards.
If awarded, this regional grant will provide funding for the purchase of a total of 41 compression devices at an
estimated cost of $23,925 per device. There are five regional fire agencies participating in this grant project. The
Contra Costa County Fire Protection District will serve as host agency. The distribution of devices will be as follows:
Contra Costa County Fire Protection District 26 devices, Moraga-Orinda Fire Protection District 5 devices, East
Contra Costa County Fire Protection District 5 devices, Rodeo-Hercules Fire Protection District 3 devices, and City
of Pinole Fire Department 2 devices.
Compression devices are used by first responders to provide automated cardiac pulmonary resuscitation (CPR).
Studies suggest that uninterrupted CPR is critical to improved cardiac and neurological outcomes. Even short
interruptions have a negative effect on patient care. In addition, providing quality manual CPR is a difficult task and
can result in firefighter fatigue and considerable back strain. Wide availability of compression devices will assist
providers with implementing best CPR practices and improving survival rates with good quality of life.
The American Heart Association recently updated CPR protocol to reflect a greater emphasis on chest compressions,
which have shown to be even more important than breaths in a cardiac event. The realities of sudden cardiac events
require the coordination of various complex tasks such as administering medication and providing ventilation and
defibrillation.
CONSEQUENCE OF NEGATIVE ACTION:
The Contra Costa County Fire Protection District and its partners are funded primarily by property taxes, and
therefore, have been particularly hard hit by several years of declining assessed property values. Without this federal
funding, the District and its partner agencies will either forego or delay purchasing the equipment or shift the funding
for the equipment from another area.
