HomeMy WebLinkAboutMINUTES - 10012013 - SD.7RECOMMENDATION(S): ACCEPT an oral report from the County Administrator on the Affordable Care Act notice requirements to County employees. FISCAL IMPACT: No fiscal impact. Oral report only. BACKGROUND: Beginning on October 1st, the Affordable Care Act requires employers to send out notices to all their employees informing them about the existence of public Health Care Insurance Marketplaces, like Covered CA, and telling them how the Marketplaces will work. This notice must inform employees of the insurance coverage options offered by the Marketplaces and whether or not employees are eligible for employer-sponsored health benefits. We must send this notice to all current employees by October 1, 2013 and must give notice to all new employees when they are hired. This date coincides with the initial opening of the public Marketplaces. The federal government has provided employers with sample notices and forms that can be used for this purpose. We have used their samples as templates to customize the notices for our employees. We will also begin posting the information on the county’s intranet by October 1st. CONSEQUENCE OF NEGATIVE ACTION: The County will not be in compliance with the requirements of the Affordable Care Act. CHILDREN'S IMPACT STATEMENT: Not Applicable. CLERK'S ADDENDUM Two letters were provided to the Board prior to the discussion of this item - one letter explains important information regarding the Affordable Care Act, and a second letter which introduces the 2014 Employee Benefits Information for Open Enrollment. Rollie Katz, Public Employees' Union Local One, commented on employee understanding of the plans. Christine Penkala assured the Board that Human Resources would be providing seminars, website links, and staff to address employees' questions.
