ADOPT Resolution No. 2013/373 to amend Resolution No. 2013/318 to provide for salary increases for the
Sheriff-Coroner and Sheriff-Coroner unrepresented sworn positions to parallel those in the new Deputy Sheriffs'
Association Memorandum of Understanding (Management Unit) for the period January 1, 2014 and beyond. The
base rate of pay for the classifications of Assistant Sheriff-Exempt (6XB2), Chief Police-Contract Agency-Exempt
(6XF1), Commander-Exempt (6XD1), Sheriff-Coroner (6XA1), Undersheriff-Exempt (6XB4) will be increased as
follows: effective January 1, 2014, a 3% wage increase; effective July 1, 2014, a 3% wage increase; effective July 1,
2015, a 3% wage increase.
FISCAL IMPACT:
The terms and conditions set forth in this action are estimated at a County FY 2013/14 cost of $29,000; the FY
2014/15 cost is an additional $86,000; and the FY 2015/16 total cost is $173,000.

Subject:General Salary Increase for Appointed Department Heads, Management, Exempt and Unrepresented Employees
BACKGROUND:
Contra Costa County has historically tied the Sheriff-Coroner and unrepresented sworn classes in the
Sheriff-Coroner department to represented classes in the Deputy Sheriffs' Association Management Unit for
purposes of salary increases and decreases. On October 1, 2013, the Board of Supervisors will consider adopting
a new memorandum of understanding with the Deputy Sheriffs' Association Management Unit that includes wage
increases.
For the classifications of Assistant Sheriff-Exempt (6XB2), Chief Police-Contract Agency-Exempt (6XF1),
Commander-Exempt (6XD1), Sheriff-Coroner (6XA1), Undersheriff-Exempt (6XB4), Resolution No. 2013/373
(attached) provides:
Effective January 1, 2014, a 3% wage increase
Effective July 1, 2014, a 3% wage increase
Effective July 1, 2015, a 3% wage increase
CONSEQUENCE OF NEGATIVE ACTION:
The County could be detrimentally impacted by the potential loss of highly-trained sworn personnel and it may
become more difficult to attract candidates for promotion.
