APPROVE and AUTHORIZE the Director of Human Resources or designee, to execute contract amendments with
AppleOne Staffing Services and Nelson Staffing Services to extend the terms from October 22, 2013 through October
21, 2014 and to increase the payment limits by $1,500,000 to new payment limits of $4,500,000, each, for temporary
staffing services, Countywide.
FISCAL IMPACT:
The fiscal impact of these contracts are borne by the operating departments that utilize the services.
BACKGROUND:
On October 4, 2011, the Board of Supervisors approved the contracts with AppleOne Staffing Services and Nelson
Staffing to provide contracted temporary help for a two-year term with the option of a one-year extension. The
County is opting to extend these contracts for a one-year extension. In July 2011, a Request for Proposal (RPF) was
submitted to interested vendors to submit a bid to provide Contracted Temporary Help services to County
Departments. Twenty five (25) proposals were received and out of the twenty five (25), twenty four (24) were
compliant with all aspects of the RFP and were invited to make a brief fifteen (15) to twenty (20) minute oral
presentation to an evaluation committee which was comprised of representatives from the Animal Services
Department, the County Administrator’s Office, the Employment and Human Services Department, the Health
Services Department, the General Services Department and the Public Works Department.

The evaluation committee used an evaluation form that compared the vendors in the following categories:

history and success in providing this service to other agencies,
background and experience of the firm’s professional staff,
mechanisms by which applicants are tested, screened and evaluated,
outreach and recruitment activities, ability to serve all outlying areas of the County, and,
ability to provide candidates within one business day of receiving a work request.
At the conclusion of the presentations, the composite technical scores (maximum of 60 points) for each agency were
compiled. The Director of Human Resources then opened the sealed dollar pricing bid for each agency and additional
points were added to the technical score based on the pricing bid. The maximum score (40 points) for the pricing bid
was assigned to the firm offering the lowest total inclusive mark-up rate and appropriate fractional scores for the
pricing bid were assigned to other respondents.
AppleOne Staffing Services and Nelson Staffing had the highest combined total points and a contract was awarded to
each of the agencies. The Human Resources Department will issue a RPF in spring of 2014 to solicit bids from other
qualified vendors who will have an opportunity to submit a proposal to the County for review. Proposals will be
evaluated based on the criteria in the RFP and decisions will be made on the agencies best meeting the County’s
technical and pricing needs and contracts will be awarded to those agencies for a two-year period commencing
October 22, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
If these extension/amendment agreements are not approved, the loss of these services will have a significant and
negative impact on operating departments that currently utilize Contracted Temporary Help Services.
