Adopt Position Adjustment Resolution No. 21370 to add one Mental Health Employment Placement Specialist
position (VQSG) at salary level QT5 1261 ($3621.57 - 4402.04) in the Health Services Department.
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of approximately $90,785, including pension costs of $19,752,
and will be fully funded by Mental Health Servies Act monies.
BACKGROUND:
This position will be assigned to the First Hope Program, a Mental Health Services Act Prevention and Early
Intervention program that provides comprehensive diagnostic and treatment services for Contra Costa adolescents
and young adults who are experiencing significant psychological symptoms. The First Hope Program has grown
significantly and the increased workload warrants an additional position. This new position will perform a dual role
by providing services and intervention in the areas of employment and education. Duties of the position include:
providing assistance to the client by helping to identify interest and strengths in employment and career development;

providing coaching and skills development in the areas of resume writing, application completion, interview
skills, and appropriate personal interactions in the workplace; securing job openings and matching clients to jobs;
collaborating with schools to develop educational programming that meets clients needs; assisting adult clients to
determine best educational programs for their goals; and assisting with school registration and applying for
financial aid.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, services to mental health consumers may be adversely affected.
