APPROVE and AUTHORIZE the Fire Chief-Contra Costa County Fire Protection District, or designee, to execute a
Memorandum of Understanding with Northern California Family Center to allow the District to continue providing a
"Safe Place" where runaway and in-crisis youth can turn for help.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
The Northern California Family Center approached the District in May 2013 regarding a continuation of their
Crisis/Runaway Program. The attached MOU formally defines a continuation of the aid the District has provided
since March 2004 for the program (formerly known as "Safe Place").
CONSEQUENCE OF NEGATIVE ACTION:
The District will not enter into a Memorandum of Understanding with the Northern California Family Center.

DISPOSITION: Place in General Policy and Procedure Manual under “General Operations”
INTRODUCTION:
Contra Costa County Fire, in cooperation with the Northern California Family Center
(NCFC), has designated all fire stations as a “Safe Place” where youths can turn for
help. All stations will display a standard yellow and black diamond -shaped sign with the
words “Safe Place” clearly visible.
PROCEDURE:
1. When a youth enters a station or makes contact with a company in the field
seeking help, the Company Officer will attempt to identify the problem and will
notify the Communications Center of the situation. The Communications Center
will place the company out-of-service and provide the incident a NFIRS number
and create a Safe Place incident.
2. The Communications Center will contact the Northern California Family Center at
925-370-1990 and provide the NCFC operator with the appropriate station phone
number and station address.
3. Company Officer will determine pertinent information regarding the youth:
a. name
b. home address
c. age
d. gender
e. situation at hand
f. pertinent information
4. Northern California Family Center will respond to the station and obtain
information regarding the youth so that appropriate services may be provided.

5. If the situation does not require NCFC services, then they will refer the youth to
the appropriate support agency and make arrangements to transport the youth to
that facility.
6. It is not necessary to call the police unless a violent or dangerous situation exists .
If the youth is in need of medical attention, appropriate EMS procedures should be
followed.
7. Upon arrival, the Company Officer will check the identification of the volunteer and
make note of the volunteer’s identity for the NFIRS report.
8. The Company Officer will provide the NCFC volunteer with all information
provided by the youth. The youth is to be informed what is happening and the
Company Officer will release the youth to the custody of the NCFC volunteer/
employee.
9. Upon completion of the incident, the Communications Center should be notifie d
so that incident times can be recorded.
10. An incident report will be completed in similar fashion to other typical incidents . Be
sure to include with the report the name, address, age of the youth and the name
of the volunteer. If obtainable from the volunteer, the location that the youth will be
taken should also be included in the narrative.

MEMORANDUM of UNDERSTANDING
BETWEEN
Contra Costa County Fire Protection District and Northern California Family Center
This Memorandum of Understanding (this “MOU”), dated ______, 2013, is by and
between the Contra Costa County Fire Protection District (“District”) and Northern California
Family (“NCFC”) Center, a California non-profit corporation, and acknowledges the mutual goal
of the parties of identifying and serving homeless and runaway youth. This MOU is intended to
memorialize the parties desire for a seamless referral process between the District and NCFC’s
Crisis/Runaway Program (Safe Place). Furthermore it underscores each party’s willingness to
work together with the underlying goal of providing temporary shelter for homeless and runaway
youth seeking a safe place.
District personnel will utilize District’s Standard Operating Procedure GOP-SOP14,
attached hereto and incorporated herein, as a guideline when processing incidents involving
youths entering a District fire station or making contact with a District engine company in the
field seeking help.
Furthermore, District will participate in an annual NCFC Crisis/Runaway Program
(Safe Place) public relations event with planning and coordination provided by NCFC, but only
if District has received sufficient notice and has resources available to participate. There are no
third-party beneficiaries to this MOU and none are intended.
