SHORT DISCUSSION ITEMS
SD.1 CONSIDER APPROVING and AUTHORIZING the County Administrator, or designee, to sign a conditional
settlement agreement with Chevron USA and Chevron Corporation, the County Assessor and the City of Richmond
settling Chevron's pending property tax claims, appeals, and litigation for 2004-2013; AUTHORIZE County
Counsel, or designee, to file stipulations to dismiss related Superior Court litigation following execution of the
settlement agreement by all parties and full compliance with its terms, including the Assessment Appeals Board's
resolution of Chevron's 2010-2012 assessment appeals. (Sharon Anderson, County Counsel)
Rollie Katz, representing Public Employees Union Local One - confirmed the finance agreement.
All Supervisors expressed their appreciation for those involved in the long, arduous process of this settlement,
and the positive effects it brings to the County.

SD.2 CONSIDER appointing Jeff Carman as the new Fire Chief of the Contra Costa County Fire Protection District,
and adopting Position Adjustment Resolution No. 21353 to reallocate Step 5 of the Fire Chief-Contra Costa on the
Salary Schedule and add one Fire Chief-Contra Costa (Exempt) position, and cancel one Fire Chief-Contra Costa
position effective November 1, 2013 in the Contra Costa County Fire Protection District. (Budgeted, Contra Costa
County Fire Protection District) (David Twa, County Administrator)
Mr. David Twa, County Administrator, noted the correction of the start date to this item, SD.2 (should be
10/21/13), for Mr. Jeff Carman, the new Fire Chief. Mr. Twa explained the need to reallocate the budget
entries to accommodate this new start date. The Supervisors welcomed Chief Carman, who could not be at the
meeting today.

Rollie Katz, representing Public Employees Union (PEU) Local One, commented on how PEU reviews the
weekly Agenda and raises their concerns.
SD. 6 CONSIDER reports of Board members.
Supervisor Piepho reported on her visit last week to ............ Squaw Valley Beer & Wine festival, where Bloomfield
Winery won a Bronze medal for their Chardonnay wine.
Supervisor Mitchoff commented on a email that she received about the confusion over compensation items included
in pension calculations. Ms. Mitchoff referred to a pending lawsuit, scheduled for a 10/31/13 hearing.
Chair Glover said that he attended the 100-year anniversary of Tesoro Golden Eagle Refinery. He congratulated
them on the long tenure in the County.

The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the Housing Authority and the
Successor Agency to the Redevelopment Agency. Persons who wish to address the Board should complete the form provided for that

Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Clerk of the Board to
a majority of the members of the Board of Supervisors less than 72 hours prior to that meeting are available for public inspection at 651

All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion. There will be
no separate discussion of these items unless requested by a member of the Board or a member of the public prior to the time the Board
votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those
persons who are in support thereof or in opposition thereto. After persons have spoken, the hearing is closed and the matter is subject to
discussion and action by the Board. Comments on matters listed on the agenda or otherwise within the purview of the Board of
