DIRECT the Human Resources Director to negotiate an agreement with ICMA - RC for plan investment and
administrative services for the Internal Revenue Code Section 457 Deferred Compensation Plan, for the period of
February 1, 2014 through January 31, 2017, with the option to renew for two additional years, as recommended by

Mr. David Twa, County Administrator, requested that the Board hear item SD4 prior to SD3; all Supervisors
voted in favor.
Speakers for SD.3 included: Rollie Katz, Public Employees' Union Local One; Bill O'Bramowitz, Mass
Mutual; Don Jurgens, ICMA-RC; and Christopher Cobb left information for the Board to review. Other
speakers agreed to hold their comments until the Board opens this issue again per the unanimous vote by the
Board to continue to October 1, 2013.

SD.4 Acting as the Housing Successor to the former Contra Costa County Redevelopment Agency, hold a HEARING
to CONSIDER adoption of Resolution No. 2013/370 authorizing the sale of property owned at 96 Enes Avenue, Bay
Point area, identified as Assessor’s Parcel No. 097-037-007, to Allen Lezcano for the purchase price of $135,000,
and adoption of related California Environmental Quality Act findings. (Maureen Toms, Conservation and
Development Department)
CLOSED the public hearing; ADOPTED Resolution No. 2013/370 authorizing the sale of Agency-owned
property at 96 Enes Avenue, Bay Point area (Assessor’s Parcel Number 097-037-007) to Allen Lezcano, in the
amount of One Hundred Thirty Five Thousand Dollars ($135,000) (Old Republic Title Company Escrow
Number # 0190013441), including the adoption of related California Environmental Quality Act findings.

SD. 5 CONSIDER Consent Items previously removed.
Consent Item C.23 was removed by a member of the public to discuss under SD.5. C.23 was subsequently
approved by all Supervisors. Mr. David Twa, County Administrator, noted that the language in the Agenda is
incorrect, but the Board Order is correct stating that the County of Alameda will be paying Contra Costa
County.
SD. 6 PUBLIC COMMENT (2 Minutes/Speaker)
Speakers: Ralph Hoffman, resident of Walnut Creek, expressed his concern over a newspaper article. He
proposed using "non-violent prisoners" to reduce costs in fighting fires.
Christopher Cobb, Martinez resident, submitted a "Home Selling Proposal" for Board consideration.
Rosie Coleman spoke on her experience with racial discrimination. Supervisor Glover said her comments will
be forwarded to the Food Bank Director, and Supervisor Piepho asked Mr. David Twa, County Administrator,
to look into the issue.
SD. 7 CONSIDER reports of Board members.
Supervisor Piepho commented on a letter from Association of Bay Area Governments (ABAG) about officer
elections. She also commented on the positive dialog with The Delta County Coalition on water issues.
