Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Agreement
#28-528-46 with the County of Alameda, to pay County an amount not to exceed $1,484,928 for coordination of
essential services to Contra Costa County residents with HIV Disease and their families, for the period from March 1,
2013 through February 28, 2014.
FISCAL IMPACT:
Approval of this agreement will result in a total of $1,484,928 from the County of Alameda, as the Grantee of federal
funds under the Ryan White HIV/AIDS Treatment Modernization Act of 2006, Part A. No County match is required.
BACKGROUND:
The U.S. Department of Health and Human Services has designated the County of Alameda as “Grantee” for the
purpose of administering the Ryan White HIV/AIDS Treatment Modernization Act of 2006, Part A, funds for
coordination of essential services to Contra Costa County residents with HIV Disease and their families.
On May 15, 2012, the Board of Supervisors approved Contract #28-528-44 (as

BACKGROUND: (CONT'D)
amended by #28-528-45) with the County of Alameda, as the fiscal agent for Ryan White CARE Act, Title I and
Minority AIDS Initiative funds, for coordination of services to Contra Costa residents with HIV disease and their
families, for the period from March 1, 2012 through February 28, 2013.
Approval of Agreement #28–528–46 will provide continuation of funding for coordination of services through
February 28, 2014, including mutual indemnification to hold harmless both parties for any claims arising out of the
performance of this agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this agreement is not approved, County will not receive funds to provide coordination of essential services to
Contra Costa County residents with HIV Disease and their families.
CHILDREN'S IMPACT STATEMENT:

CLERK'S ADDENDUM
Speaker: Ralph Hoffman, resident of Walnut Creek, commented on the verbiage of government warnings and his
proposed new wording. Mr. David Twa, County Administrator, noted that the wording in the Agenda is incorrect,
but the Board Order is correct in that the County of Alameda will be paying Contra Costa County.
