FISCAL IMPACT: There are no costs associated with this action. The cancellation of the Supervising Capital Facilities Project Manager position results in savings of $140,745, which will offset the $68,640 cost associated with reallocating the other classifications. Overall, this action will result in a net savings of approximately $72,105 annually. Bueren, Public Works Director/Chief Engineer Date:September 24, 2013 Contra Costa County Subject:Reallocate Salaries of the Capital Projects Division Manager, Senior, Associate, and Assistant positions. BACKGROUND: The Public Works Department requested HR to address internal compensation equity issues resulting from the merger of the General Services and Public Works Departments that was effective July 2012. The merger brought the Capital Projects Division and the Public Works Engineering Divisions (comprised of Transportation, Flood Control, Engineering Services, Maintenance, and Design and Construction) together under the Public Works Department. Each of the six Engineering Divisions has a division head; Capital Projects division head is titled Capital Projects Division Manager–Exempt (NEG1) and the other five division heads are titled as Supervising Civil Engineer (NKGA). Each division head has similar responsibilities such as the overall planning for the Division, supervising, training and hiring subordinate staff, and overseeing the engineering projects for their respective divisions, however the salary for the Capital Projects Division Manager–Exempt is lower than the other Supervising Civil Engineers. Public Works requested that the salary for the Capital Projects Division Manager – Exempt classification ($7,870.90 - $9,567.12) be raised to equal that of the Supervising Civil Engineer ($8,068.16 - $9,806.90). Upon review of the classification descriptions and incumbents duties represented by the department, HR determined that the scope of work and responsibilities of individual division heads was comparable and warranted equal compensation. HR determined that the Capital Projects Division Manager-Exempt classification was no longer appropriate within the post-merger department organizational structure and recommended in the future upon vacating the Capital Projects Division Manager-Exempt position be eliminated and replaced with the Supervising Capital Facilities Project Manager and reallocate the salary to align with the Supervising Civil Engineer. The current vacant Supervising Facilities Project Manager position #6884 is being cancelled at this time and will not be filled until the Capital Project Division Manager-Exempt is vacated. Classifications of the Capital Facilities Project Manager and Senior Civil Engineer are the next organizational level in the Public Works Engineering Divisions. These classifications have been historically linked together. Effective 10/24/1989, both classifications had a pay range of $4,053.00- $4,926.00 which remained equivalent until 08/01/2000, when the Senior Civil Engineer (NKHA) classification (housed within Public Works) received a 10% salary increase, whereas the Senior Capital Facilities Project Manager (NEHA) did not (housed under General Services). The one-time 10% salary increase in year 2000 is the only difference in the historic salary relationship over the past 23 years and has led to the current 9.97% pay difference that separates these two classifications. HR recommends aligning the salaries of the Senior Capital Facilities Project Manager classification ($6,508.22 - $7,910.78) to match that of the Senior Civil Engineer ($7,157.20 - $8,699.62). The other classifications in the Capital Facilities Project Manager series (Associate and Assistant levels) do not have comparable classifications in the Civil Engineering series. HR recommends adjusting salaries of the Associate and Assistant level to maintain current salary relationship between the Senior and Associate level at 15.78% and Associate and Assistant levels at 11.07%. CONSEQUENCE OF NEGATIVE ACTION: If these actions are not carried out, employees will continue to receive less compensation than their peers for performing duties that are comparable in nature to parallel classifications that are housed within the same department. CHILDREN'S IMPACT STATEMENT: No Impact.
