APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a non-financial
agreement with California State University, East Bay for student work experience program and use of the Community
Services Bureau Head Start Childcare facilities including an indemnification against any claim arising solely out of
the performance of this agreement for the period of September 1, 2013 through August 31, 2016.
FISCAL IMPACT:
None
BACKGROUND:
California State University, East Bay (CSUEB) students will access Employment and Human Services, Community
Services Bureau Head Start facilities for work experience placement. CSUEB participants will be placed in CSB
offices and /or childcare facilities to gain work experience in office skills and childcare. CSUEB will coordinate and
consult with CSB director, or designee, regarding all use of the facilities by the staff and program participants.
CSUEB will provide oversight, monitoring, instruction and academic credits for the program participants.

CONSEQUENCE OF NEGATIVE ACTION:
California State University, East Bay student work experience participants could not use the Community Services
Bureau Head Start Childcare program and facilities for continued work experience training.
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department supports three of Contra Costa
County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families
that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These
outcomes are achieved by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
