CONSEQUENCE OF NEGATIVE ACTION: If this contract is not approved, at-risk youth from East Contra Costa County will have reduced access to job training and other programs aimed at increasing educational success due to delayed implementation of the Youth Development Program as defined in the Mental Health Services Act. CHILDREN'S IMPACT STATEMENT: This MHSA-PEI program supports the following Board of Supervisors’ community outcomes: “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include increases in social connectedness, communication skills, parenting skills, and knowledge of the human service system in Contra Costa County. CLERK'S ADDENDUM Rollie Katz, Public Employees Union Local One commented that it appears that the type of work for this position could possibly be done by represented employees. Therefore, there should be a discussion with the Union prior to the final Board vote. This prompted much discussion from Dr. Walker, Health Services Director; Mr. Ted Cwiek, Human Resources Director; Ms. Sharon Anderson, County Counsel; and several Board members. Supervisor Mitchoff suggested that future contracts include verbiage that analysts have reviewed the positions to discuss meet-and-confer requirements with the Union(s).
