HomeMy WebLinkAboutMINUTES - 09172013 - C.42RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #24–707-53 with Contra Costa ARC, a non-profit corporation, in an amount not to exceed $1,999,685, to provide wrap-around, day treatment and mental health services, for the period from July 1, 2013 through June 30, 2014. This Contract includes a six-month automatic extension through December 31, 2014, in an amount not to exceed $423,168. FISCAL IMPACT: This Contract is funded 44% by Federal Financial Participation, 28% by County Realignment and 28% by Children and Families Commission. On January 15, 2013 the Board of Supervisors approved Novation Contract #24-707-52 with Contra Costa ARC, for the period from July 1, 2012 through June 30, 2013, which included a six-month automatic extension through December 31, 2013, for the provision of day treatment services for high risk, delayed, or emotionally disturbed children at the Lynn Center. Approval of Novation Contract #24–707-53 replaces the automatic extension under the prior Contract, and allows the Contractor to continue providing services through June 30, 2014. CONSEQUENCE OF NEGATIVE ACTION: If this contract is not approved, severely emotionally disturbed children within Contra Costa County will have reduced access to mental health services as the County solicits and engages an alternative Contractor. CHILDREN'S IMPACT STATEMENT: This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS). CLERK'S ADDENDUM Rollie Katz, Public Employees Union Local One commented that it appears that the type of work for this position could possibly be done by represented employees. Therefore, there should be a discussion with the Union prior to the final Board vote. This prompted much discussion from Dr. Walker, Health Services Director; Mr. Ted Cwiek, Human Resources Director; Ms. Sharon Anderson, County Counsel; and several Board members. Supervisor Mitchoff suggested that future contracts include verbiage that analysts have reviewed the positions to discuss meet-and-confer requirements with the Union(s).
