Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation
Contract #74-356-4 with Child Abuse Prevention Council of Contra Costa County, a non-profit corporation, in an
amount not to exceed $336,828, to provide Mental Health Services Act (MHSA) Prevention and Early Intervention
(PEI) Services for the period from July 1, 2013 through June 30, 2014. This Contract includes a six-month automatic
extension through December 31, 2014, in an amount not to exceed $168,414.
FISCAL IMPACT:
This Contract is funded 100% by MHSA. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing evidence-based curriculum of culturally,
linguistically, and developmentally appropriate parenting classes to African-American parents in West Contra Costa
County and to Spanish speaking families in East Contra Costa County and Central Contra Costa County’s Monument
Corridor.

BACKGROUND: (CONT'D)
approved Novation Contract #74-356-3 with Child Abuse Prevention Council of Contra Costa County, for the period
from July 1, 2012 through June 30, 2013, which included a six-month automatic extension through December 31,
2013, for the provision of MHSA PEI Services.
Approval of Novation Contract #74-356-4 replaces the automatic extension under the prior Contract and allows the
Contractor to continue providing services, including working with Counseling Options and Parent Education
(C.O.P.E) Family Support Center for the provision of the Parenting Education and Support Program, through June
30, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, this Contractor will not provide MHSA prevention and early intervention Nurturing
Parenting Program and County residents will have reduced access to these services.
CHILDREN'S IMPACT STATEMENT:
This MHSA-PEI program supports the following Board of Supervisors’ community outcomes: “Families that are
Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and
Families”. Expected program outcomes include increases in social connectedness, communication skills, parenting
skills, and knowledge of the human service system in Contra Costa County.
CLERK'S ADDENDUM
Rollie Katz, Public Employees Union Local One commented that it appears that the type of work for this position
could possibly be done by represented employees. Therefore, there should be a discussion with the Union prior to
the final Board vote. This prompted much discussion from Dr. Walker, Health Services Director; Mr. Ted Cwiek,
Human Resources Director; Ms. Sharon Anderson, County Counsel; and several Board members. Supervisor
Mitchoff suggested that future contracts include verbiage that analysts have reviewed the positions to discuss
meet-and-confer requirements with the Union(s).
