Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation
Contract #74-321-6 with Bay Area Community Resources, Inc., a non-profit corporation, in an amount not to exceed
$1,051,735, to provide school-based mental health services to Seriously Emotionally Disturbed (SED) students for
the period from July 1, 2013 through June 30, 2014. This Contract includes a six-month automatic extension through
December 31, 2014, in an amount not to exceed $525,868.
FISCAL IMPACT:
This Contract is funded 50% by Federal Financial Participation, 47% Mental Health Realignment and 3% West
Contra Costa Unified School District. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing school-based mental health services to
County-designated SED elementary, middle school and high school students within the West Contra Costa Unified
School District, and their families.

BACKGROUND: (CONT'D)
approved Novation Contract #74-321-5 with Bay Area Community Resources, Inc., for the period from July 1, 2012
through June 30, 2013, which included a six-month automatic extension through December 31, 2013, for the
provision of school-based mental health services for SED students.
Approval of Novation Contract #74-321-6 replaces the automatic extension under the prior Contract, allowing the
Contractor to continue providing services through June 30, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, there will be fewer school-based mental health services available to SED students and
their families possibly resulting in the need for higher levels of care.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
