APPROVE Appropriation and Revenue Adjustment No. 5004 and AUTHORIZE the transfer of revenue from Flood
Control Zone 1, Fund 252100, to Drainage Area 130, Fund 256200 in the amount of $6,100,000 for partial funding of
the Upper Sand Creek Basin project in the Antioch area, as recommended by the Public Works Director.
FISCAL IMPACT:
100% Flood Control Zone 1, Fund 252100.
BACKGROUND:
The Flood Control and Water Conservation District is constructing the Upper Sand Creek Basin project per the Board
approved plans and specifications. In 1994, the Board of Supervisors approved the Flood Control Zone 1 boundary
update to coincide with the boundaries of formed drainage areas, including the Sand Creek area. In 2007, the Board
approved the formation of Drainage Area 130 as an overlay within Zone 1, also including the Sand Creek area. Sand
Creek exists in both Flood Control Zone 1 and Drainage Area 130 plans and both funds are to share in the costs of
construction that are accumulated under Drainage Area 130, Project 6D8518. Revenue collected can be used for the
planning and construction of flood control and water conservation facilities.

CONSEQUENCE OF NEGATIVE ACTION:
Drainage Area 130 will incur a shortfall in available cash to fund the completion of the Upper Sand Creek Basin
and Flood Control Zone 1 would not have paid its share of project costs.
