Establish the Veterans #2 seat on the Advisory Council on Equal Employment Opportunity with an introductory term to expire November 30, 2016 and subsequent three-year terms thereafter, increasing the total membership from 13 to 14 seats. 2. APPOINT Philip H. Arnold to the Veterans #1 seat to a term expiring on November 30, 2015 and Nathan D. Johnson to the Veterans #2 seat to a term expiring on November 30, 2016. FISCAL IMPACT: No fiscal impact. BACKGROUND: The Advisory Council on Equal Employment Opportunity was established in July 1991 to serve as an advisory committee to the Board of Supervisors regarding the implementation of the County's Affirmative Action Plan, to review the Affirmative Action Program and to recommend actions to facilitate attainment of the County's goal for affirmative action. The Council is composed of 13 members and the Internal Operations Committee (IOC) reviews nominations to all seats except those designated for County managers and labor unions. Terms of office for seats reviewed by the IOC are three years. The IOC also considered a proposal to eliminate the Business seat due to the lack of applicants for the seat, but opted to maintain the seat while additional outreach is conducted and to re-evalute the proposal in six months time. Arnold and Nathan D. Johnson to vacant seats on the ACEEO. Both have expressed interest in filling the Veteran’s seat which we only have one at this time. The ACEEO approved their membership on August 23, 2013. The ACEEO requests that a new Veteran’s seat be created to accommodate both individuals. The ACEEO wants to replace the Business Member Seat with a Veteran’s Member Seat to accomplish this goal. The ACEEO has not had any inquiries or applications regarding the vacant Business Seat since Victor Geisler resigned his position in May 2012. Also, please accept the resignation of Dr. John al-Amin who represented the Education Member Seat on the Advisory Council. Dr. al-Amin has since relocated to Southern California. The ACEEO plans to advertise for the vacancy in the near future.
