HomeMy WebLinkAboutMINUTES - 09172013 - C.01RECOMMENDATION(S): ADOPT Resolution No. 2013/364 of Local Support to submit an application for State Transportation Improvement Program (STIP) funds under the Roadway Projects Program for the Appian Way Complete Streets Project, as recommended by the Public Works Director, El Sobrante area. (District I) FISCAL IMPACT: No fiscal impact. If applications are selected for funding, the County may be granted $1,510,000 for the Appian Way Complete Streets Project. Receiving STIP funds will augment County road funds to allow the pedestrian improvements to be made. BACKGROUND: The STIP is a multi-year capital improvement program of transportation projects on and off the State Highway System, funded with revenues from the State Highway Account and other funding sources. The STIP is composed of two sub-elements: The Regional Transportation Improvement Program (RTIP) and the Interregional Transportation Improvement Program (ITIP). As the Regional Transportation Planning Agency (RTPA) for the Bay Area, the Metropolitan Transportation Commission (MTC) is responsible for developing regional project priorities for the RTIP for the nine counties of the Bay Area. The biennial RTIP is then submitted to the California Transportation Commission for inclusion in the STIP. The Appian Way Complete Streets Project is recommended for a funding award through the STIP. BACKGROUND: (CONT'D) Project Description The Appian Way Complete Streets Project will close the sidewalk gaps along Appian Way in El Sobrante, from San Pablo Dam Road to Valley View Road, by providing an ADA compliant continuous pedestrian walkway. The project includes replacement of substandard sidewalk and asphalt concrete (AC) path, construction of bulbouts, parking lanes, curb ramps, driveways, a pedestrian refuge island with pedestrian crossing sign and warning flashers, and refreshed road striping and markings. CONSEQUENCE OF NEGATIVE ACTION: A negative action will eliminate a potential funding opportunity (i.e., STIP funding) and delay implementation of improvements. CHILDREN'S IMPACT STATEMENT: If approved, the proposed project would improve safety for students that cross Appian Way to take the bus to and from school, as well as walking to El Sobrante Christian Schools, the Boys and Girls Club and El Sobrante Library.
