APPROVE and AUTHORIZE the Chair, Board of Supervisors, to execute, on behalf of the County, a Freeway Agreement with the State of California, Department of Transportation, for the relocation and reconstruction of County roads as part of the I-80/San Pablo Dam Road Interchange Project, as recommended by the Public Works Director. Bueren, Public Works Director/Chief Engineer Date:September 10, 2013 Contra Costa County Subject:HEARING to consider approving a Freeway Agreement for the I-80/San Pablo Dam Road Interchange Project, San Pablo area. BACKGROUND: (CONT'D) of Transportation (Caltrans), in cooperation with the Contra Costa Transportation Authority (CCTA) and the City of San Pablo, proposes to reconstruct the I-80/San Pablo Dam Road interchange. The proposed project would improve traffic operations, reduce traffic congestion, provide efficient and safe bicycle/pedestrian access at the interchange, and accommodate future traffic volumes on San Pablo Dam Road. The existing I-80/San Pablo Dam Road interchange does not have sufficient capacity to accommodate existing or future projected traffic volumes. Existing high traffic volumes combined with non-standard geometrics and close proximity of the El Portal Drive on-ramp and McBryde Avenue off-ramp on westbound I-80 result in substantial traffic congestion and inefficient traffic flows at the San Pablo Dam Road interchange. In addition, pedestrian and bicycle facilities are not adequate to provide efficient access through the interchange. The Freeway Agreement will be entered into pursuant to Streets and Highways Code section 100.2. The Freeway Agreement outlines the roles and responsibilities of the State and County under which Interstate 80 (I-80) construction will affect the County Roads. The agreement identifies the actions by each agency and defines the process by which the above will occur. The terms of the Agreement state that the County agrees to close and relocate roads and construct local roads as shown on the attached plan map (Exhibit A). The County will accept control and maintenance over each relocated or reconstructed road that has been constructed as part of the project, except for the portion that has been adopted by the State as part of the freeway. The Agreement may be modified by mutual agreement of the State and County. The Freeway Agreement between the County and Caltrans outlines the relationship between the parties for the section of I-80 within the unincorporated area. This agreement covers approximately 1100 feet of roadway, from the northern limit of the City of San Pablo to the southern limit of the City of Richmond. Caltrans procedures require a formal action by the County to authorize the Chair to execute each agreement on behalf of County. Streets and Highways Code section 100.22 requires the County Board of Supervisors to hold a public hearing on the proposed Freeway Agreement. This action is required for the California Transportation Commission for any closing of, relocation of County roads, or construction of County roads or other local roads. Notice of this hearing was published once in the Contra Costa Times, in accordance with Government Code section 6061. CONSEQUENCE OF NEGATIVE ACTION: Failure to approve the Freeway Agreement will delay construction of the interchange project. CHILDREN'S IMPACT STATEMENT: Not applicable.
