FISCAL IMPACT: No fiscal impact. BACKGROUND: The Employment and Human Services Department submits a monthly report to the Contra Costa County Board of Supervisors (BOS) to ensure ongoing communications and updates to the County Administrator and BOS regarding any and all issues pertaining to the Head Start Program and Community Services Bureau. Good News Update/Accomplishments: CSB staff continue to recruit and enroll over 1,000 children to replace this year’s outgoing Kindergarten-bound students. CSB staff are working with parents to ensure smooth transitions and child safety. Included in the readiness procedures for the program are home visits, parent and child orientation and phase-in attendance for a manageable transition of new enrollees. The State Community Services Department concluded an audit of the 2011-12 LiHEAP and DOE contracts. Although the final report will not be received for 30 days, the preliminary reports cite no findings or concerns. The auditors also noted exemplary practices that should be “A model for other agencies to follow”. CSB is adhering to the new regulations required of Head Start and Early Head Start 5-year grant cycles. The new requirements include the completion of a health and safety checklist to be submitted within 45 days of the new school year; the completion of a Governance Checklist to be completed in partnership with staff and governing bodies (Policy Council members and BOS Chair staff have been recruited to assist); the requirement to listen to at least one audit webinar, which staff participated in 7/31/13; and the submission of school readiness goals, which CSB had developed in 2012. II. Status Updates: a. Caseloads, workload Head Start: 688/1566 (part-year programs are closed) Early Head Start: 263/260 Stage 2: 360 families and 561 children CAPP: 106 families and 159 children LIHEAP: 235 applicants served Weatherization: 36 units weatherized b. Staffing: CSB completed workforce reduction within the Child Nutrition Unit – one (1) Child Nutrition Worker I and one (1) Child Nutrition Worker II. Legal/lawsuits None d. Union Issues Meet and Confer with PEU, Local 1 was conducted on July 13, 2013 to discuss a new evaluation tool for temporary/substitute teaching staff, as well as job assignments for certain classifications within the Bureau’s Child Nutrition Unit. HR-LR was present at the Meet and Confer. Side Table Bargaining Meetings for CSB Site Supervisor’s unit are scheduled in August, 2013. III.Hot Topics/Concerns/Issues (short bullet points with any additional discussion, Q&A’s as needed): Office of Policy, Research and Evaluation (OPRE) is conducting a study of the Designation Renewal System (DRS) process, and will focus on following cohort 3 and 4 agencies (CSB was in cohort 1). The purpose of the study is to understand if the DRS is working as intended, how it is working, and the circumstances in which it works more or less effectively. CSB has applied for $563,773 in State Department of Education restoration funding to serve 168 children and should hear the results in mid-August.
