APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract
amendment,with mutual indemnification language, effective August 31, 2013, with Oakland Private Industry Council
increasing the contract amount by $85,000 for a total contract payment limit not to exceed $718,079 and extending
the term of the contract from August 31, 2013 to October 31, 2013.
FISCAL IMPACT:
$718,079: 100% Federal Workforce Investment Act Funds
BACKGROUND:
The EASTBAY Works Consortium, of which the Workforce Development Board of Contra Costa (WDB) is a
member, selected Oakland Private Industry Council (OPIC), a member organization, to serve as procurement and pay
agent for training vendors on behalf of all EASTBAY Works partner agencies. In this capacity, OPIC is responsible
for contracting with and paying training vendors through Individual Training Accounts (ITAs) to provide Workforce
Investment Act (WIA) related job and skills training to clients served by the EASTBAY Works One-Stops.

Subject:Amendment to increase the Oakland Private Industry Council (OPIC) contract payment limit
BACKGROUND: (CONT'D)
On behalf of the WDB, OPIC issued 230 ITAs during FY 2012-2013 resulting in Contra Costa County meeting and/or
exceeding State negotiated local performance levels for participants entering employment.
This Board Order authorizes the Employment and Human Services Department Director to increase the contract
payment limit by $85,000 from $633,079 to a new payment limit of $718,079 and extend the contract term of July 1,
2012 through August 31, 2013, to a new contract term date of October 31, 2013. The WDB budget modifications
breakdown as follows: Workforce Investment Act (WIA) Adult 317,500; WIA Dislocated Worker 317,500; WIA
Youth 40,000; and National Emergency Grant On the Job Training (OJT) funds 43,079. (#18-020-27)
CONSEQUENCE OF NEGATIVE ACTION:
Additional Dislocated Workers and Eligible Adults will not be served.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five of the community outcomes established in the Children’s Report Card: 1) “Children
Ready for and Succeeding in School”; 2) “Children and Youth Healthy and Preparing for Productive Adulthood”; 3)

and employment services.
