Approve and authorize the Purchasing Agent, on behalf of the Health Services Department, to execute a Purchase
Order with Universal Specialty Vehicles, Inc., in an amount not to exceed $142,000 to retrofit a mammography
vehicle to a mobile medical clinic vehicle.
FISCAL IMPACT:
Following the initial outlay for the conversion, the mobile medical clinic vehicle will be licensed as a Federally
Qualified Health Center (FQHC) satellite clinic, and the services provided by the vehicle will generate FQHC
revenues which will offset the initial outlay for the retrofit.
BACKGROUND:
The Health Services Department (HSD) has a mammography vehicle that is too antiquated for use by the Radiology
Department. The vehicle has low mileage and can be retrofitted for use as a mobile medical vehicle. Currently Public
Health Clinic Services operates six (6) mobile medical vehicles that primarily provide services on school sites for the
Antioch Unified School District, Mount Diablo Unified School District, Pittsburg Unified School District and the

BACKGROUND: (CONT'D)
Costa Unified School District. Each of these vehicles is licensed as an FQHC satellite clinic which enables the HSD
to generate FQHC revenues for the services provided on the vehicles. Each of the existing vehicles were purchased at
a cost of approximately $250,000-$350,000. The cost to retrofit the mammography van will be $142,000. Once
retrofitted, the vehicle will be added to the Public Health Clinic Services fleet of mobile medical vehicles.
CONSEQUENCE OF NEGATIVE ACTION:
If this Purchase Order is not approved, the mammography van will have no utility value and will become a surplus
vehicle. Public Health Clinic Services will not be able to expand its mobile medical services at the school district
sites, thereby limiting the number of children who will have access to services that the additional vehicle will provide.
CHILDREN'S IMPACT STATEMENT:
Currently, Public Health Clinic mobile medical vehicles provide services for four (4) school districts in Contra Costa
County, primarily at school sites with a high percentage of families who are eligible for Medi-Cal. Retrofitting the
mammography van will allow for an expansion of services to children at those school sites.
