APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute a contract
amendment with R3 Consulting Group, to extend the term from June 30, 2013 through June 30, 2014 with no change
in the payment limit, to provide continued technical assistance on the County's solid waste and recycling collection
franchise agreements.
FISCAL IMPACT:
No impact to the County General Fund. The cost for these services will continue to be paid for with solid waste and
recycling franchise fee revenue.
BACKGROUND:
The Department of Conservation and Development is responsible for administering the County’s four existing solid
waste and recycling collection franchise agreements, which involves detailed rate reviews and other periodic
activities that require technical assistance from persons with specialized expertise.
The County’s existing retainer contract with R3 Consulting Group expired on June 30, 2013. The Department wishes
to amend this contract, adding an additional year to the previous two-year contract, so that R3 Consulting Group can
continue to provide consulting services needed to conduct analysis and studies related to the County's solid waste and
collection franchise agreements. The services to be provided may include, but not necessarily be limited to rate
reviews/studies, efficiency reviews and feasibility studies. Under this contract, as amended, R3 Consulting Group
will remain on retainer for one additional

CONSEQUENCE OF NEGATIVE ACTION:
The Department would not have access to this consulting firm’s specialized expertise required to help meet the
County's obligations under its solid waste and recycling collection franchise agreements.
