HomeMy WebLinkAboutMINUTES - 09102013 - C.74RECOMMENDATION(S): 1. APPROVE Consulting Services Agreements dated September 10, 2013 through September 10, 2017, with Shah Kawasaki Architects, Inc. (“SKA”), Oakland, Loving Campos Associates, Architects, Inc. (“LCA”), Walnut Creek, The Ratcliff Architects ("Ratcliff"), Berkeley, and Kava Massih Architects ("KMA"), Berkeley, each agreement in the amount of $400,000 to provide as-needed architectural services for various facilities projects. 2. AUTHORIZE the Public Works Director, or designee, to execute the agreements. FISCAL IMPACT: 100% various funds. Projects will be assigned to the as-needed architects when there is an approved project and funding. Having in place these as-needed services agreements will save the County time and money when compared to the time and expense involved in conducting a consultant selection process on a project-by-project basis. BACKGROUND: (CONT'D) services for various facilities projects as they occur during the agreement period. When the Public Works Department (“department”) receives a project request, it will be determined at that time whether or not it would be prudent to utilize one of the as-needed architects. The as-needed architects will provide typical architectural services, such as programming, design, and construction administration. The types, sizes, and locations of projects will vary. Typical projects may include remodels, tenant improvements, additions, modernization, and code-related improvements. Projects may also include investigations, studies, and reports. Some of the anticipated projects include the facilities life-cycle investment program (“FLIP”) projects under the recent budget allocation for capital projects and deferred maintenance. Other anticipated projects include the 20 new project requests received by the department over the past two months. Having as-needed agreements in place will allow the design phase to commence sooner and provide for a shorter project completion schedule. SKA, LCA, Ratcliff, and KMA were selected through a competitive qualifications-based selection process. Statements of Qualifications (“SOQ”) were requested, forty SOQs were received, and ten firms were short-listed. A selection committee comprised of County staff conducted interviews and ranked the short-listed firms. It is recommended that the above firms, who are the four highest ranked firms, be awarded the agreements and that the as-needed agreements be approved at this time. The agreements include a one year extension option that can be exercised by the Public Works Director if she chooses. CONSEQUENCE OF NEGATIVE ACTION: If the agreements are not approved, the County will not be able to take advantage of the time and cost savings possible through the utilization of as-needed architectural services agreements.
