AUTHORIZE the Employment & Human Services Director, or designee, to apply for and accept a grant award from
the Contra Costa County Probation Department to pay the Employment & Human Services Department an amount
not to exceed $20,000 for the provision of literacy program services during the term July 1, 2013 through June 30,
2014.
FISCAL IMPACT:
Funds to be transferred from Probation Department to the Employment & Human Services Department via quarterly
journal vouchers according to program expenses, up to the payment limit. No County match required.
BACKGROUND:
The Community Services Bureau (CSB) of the Employment & Human Services Department sought grant funds from
the Probation Department to operate a literacy program involving the incarcerated parents of children enrolled in
CSB childcare programs. The goal of the program is to provide opportunity for incarcerated parents be
video-recorded reading children's books and

BACKGROUND: (CONT'D)
to share the video recordings with their children. The program will target the parents of children ages 0-5 who are
incarcerated; currently this number is 47. The goal of the program is to increase parent engagement and promote
literacy.
CONSEQUENCE OF NEGATIVE ACTION:
If this agreement is not approved, the County will not receive funds to operate a literacy program.
CHILDREN'S IMPACT STATEMENT:
The Employment and Human Services Department, Community Services Bureau, supports three of the community
outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 3) "Families
that are Economically Self-sufficient"; and, 4) "Families that are Safe, Stable, and Nurturing" by offering
comprehensive services, including high quality childhood education, nutrition, and health services to low-income
children throughout Contra Costa County.
