Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County Standard
Agreement #28-849 (#13-20048) with the California Department of Public Health, to pay the County an amount not
to exceed $304,279 for the County Public Health HIV Care and Minority AIDS Initiative Project, for the period from
July 1, 2013 through March 31, 2014.
FISCAL IMPACT:
Approval of this Agreement will result in an amount not to exceed $304,279 of funding from the California
Department of Public Health. No County funds are required.
BACKGROUND:
The goals of the California Department of Public Health, Office of AIDS are: 1) to minimize new HIV infections; and
2) to maximize the number of people with HIV infection who access appropriate care, treatment, support and
prevention services. The services required by the HIV Prevention Program, scope of work, in this Agreement are
consistent with, and are designed to support these goals.

BACKGROUND: (CONT'D)
Agreement #28-849, County will provide residents of Contra Costa County access to medical and support care
services, including outreach and treatment under the HIV Care Program and Minority AIDS Initiative project, for the
period from July 1, 2013 through March 31, 2014. The County agrees to indemnify and hold the State harmless for
claims arising out of the County’s performance under the Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County will not receive the necessary funding to support the reduction in transmission
of HIV; to provide the prevention services that will reduce hospitalization; and to provide support to HIV positive
individuals in their homes; or to support compliance with State and Federal requirements for reporting of
communicable disease.
