Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County Standard
Agreement #29-388-57 (#13-20123) with the California Department of Public Health, to pay the County an amount
not to exceed $560,643 for the County Public Health HIV/AIDS Surveillance Project, for the period from July 1,
2013 through June 30, 2016.
FISCAL IMPACT:
Approval of this Agreement will result in a three year agreement in an amount not to exceed $560,643 of funding
from the California Department of Public Health, for the amount of $186,881 each fiscal year. No County funds are
required.
BACKGROUND:
On November 23, 2010, the Board of Supervisors approved Standard Agreement #29-388-54 (as amended by
Amendment Agreements #29-388-55 and #29-388-56) with the California Department of Public Health, for the
County’s AIDS Programs, including testing services, surveillance, case management, prevention education, outreach,
social marketing, and services to women, for the period from July 1, 2010 through June 30, 2013.

BACKGROUND: (CONT'D)
Approval of this Standard Agreement #29-388-57 will establish and enhance active and passive HIV case
surveillance for the County’s HIV/AIDS Surveillance Project through June 30, 2016. The Agreement includes
County’s promise to indemnify and hold the State harmless for claims arising out of the County’s performance under
the Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County will not receive the necessary funding to support the reduction in transmission
of HIV, provide case management services that will reduce hospitalization and support to HIV positive individuals to
live at home or allow for compliance with State and Federal requirements for reporting of communicable disease.
