APPROVE and AUTHORIZE the District Attorney, or designee, to submit an application and execute a grant award
agreement, including any extensions or amendments thereof, pursuant to State guidelines with the California
Governor's Office of Emergency Services (Cal OES), Criminal Justice/Emergency Management, Victim Services
Branch in an amount not to exceed $125,000 for the Underserved Victim Advocacy and Outreach Program for the
period October 1, 2013 through September 30, 2014.
FISCAL IMPACT:
The District Attorney will receive up to $125,000 to fund victim advocacy staff to provide better services to
underserved populations in targeted areas. This funding requires a 25% in-kind match which will be met with
services provided by the Richmond and Pittsburg Police Departments.
BACKGROUND:
The Underserved Victim Advocacy and Outreach Program is supported by Victims of Crime Act (VOCA) Assistance
and is authorized by the Victims of Crime Act of 1984, as amended. The primary goal of the program is to enhance
the safety of unserved/underserved victim populations

BACKGROUND: (CONT'D)
in California by establishing victim advocacy positions solely dedicated to the unserved/underserved population,
coordinate direct services in an enhanced response to victimization of specific crime populations among locally
involved agencies and implement an outreach awareness program to the specific population determined as
unserved/underserved. This grant will fund 1.5 FTE Victim Witness Program Specialist to provide services to the
designated unserved/underserved victim population.
CONSEQUENCE OF NEGATIVE ACTION:
The District Attorney will not be able to apply for and accept a potential grant award from the State of California.
CHILDREN'S IMPACT STATEMENT:
