Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Interagency
Agreement #29-542 with West Contra Costa Unified School District, a government agency, to pay County an amount
not to exceed $70,000, to provide mental health services for emotionally disturbed special education students at
Lincoln Elementary School in Richmond, California, for the period from September 1, 2013 through August 31, 2014.
FISCAL IMPACT:
Approval of this Interagency Agreement will result in a total payment to County, not to exceed $70,000. (No County
match)
BACKGROUND:
This Agreement will allow Agency to provide funding for County to provide mental health services to special
education students who attend Lincoln Elementary School and are in need of mental health services pursuant to their

BACKGROUND: (CONT'D)
Individualized Education Plan.
Under Interagency Agreement #29–542, Agency will pay County for the provision of mental health services for
emotionally disturbed special education students, through August 31, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
County is required to provide certain mental health services to special education students under the federal
Individuals with Disabilities Education Act (IDEA). If this agreement is not approved, Agency will not pay County
for providing services to students within the School District.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
