ADOPT Position Adjustment Resolution No. 21352 to add one (1) full-time Veterans Service Representative (96WA)
(represented) position at salary level ZB5 1335 ($3,896 - $4,736) in the Veterans Service Department.
FISCAL IMPACT:
Upon approval of this action, this position will cost $85,542 of which 100% is funded through the State Aid Veterans
Affairs program. The annual pension cost will be $22,178.
BACKGROUND:
The Veteran’s Services Department provides assistance to those who served in the Armed Forces of America, their
dependents and survivors in obtaining Veteran’s benefits and services from the U.S. Department of Veterans Affairs,
Department of Defense, California Department of Veterans Affairs, as well as other State and local programs for
Veterans and their families.

Subject:Add one full-time Veterans Service Representative in the Veterans Service Department
BACKGROUND: (CONT'D)
included increased allocations of $2.6 million for allocation to County Veterans Services offices throughout the
state. It is anticipated that the County Veteran Service Department will received approximately $75,000 of this
allocation. These funds, combined with the current temporary help budget, is sufficient to augment staff by one
FTE. This additional position will provide information, referral and assistance to veterans and their families in
obtaining disability compensation and pension benefits, medical benefits, education and vocational rehabilitation
benefits, home loans, life insurance and burial benefits. The incumbent in the position will assist with the review
of Medi-Cal applications from veterans to determine those who may be eligible for benefits, thereby potentially
increasing the potential for Medi-Cal subvention funding for the department. In addition, this position will be
utilized to complete a grant application for Proposition 63 funding for assistance to veterans with the processing
of applications and eligibility for mental health services to veterans.
CONSEQUENCE OF NEGATIVE ACTION:
If the position is not added the Department will not benefit from the additional available State funds.
