HomeMy WebLinkAboutMINUTES - 09102013 - C.43RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 21349 to add one Division Manager (XADD)position at salary level ZA2 1841 ($6625 - $8073) in the Administrative Services Bureau of the Employment and Human Services Department. FISCAL IMPACT: Upon Approval, this action will increase the Annual Salary by: $152,085. This will also result in additional pension cost by $54,492. This position will be funded Federal 45%, State 45%, County 10%. BACKGROUND: The CalWIN Manager coordinates, prioritizes and oversees all aspects of the CalWIN system within EHSD. CalWIN is the core and sole system for the administration, eligibility determination, and authorization of benefits for all the benefit programs for which the Employment and Human Services Department is responsible. These programs include Medi-Cal, CalWORKS, CalFRESH, Foster Care, and General Assistance. The system also interfaces with the California Management Payrolling Information System used to manage the In-home Supportive Services program and will interface with the State’s system CalHEERS to support the implementation and operation of the Health Care Reform, Affordable Care Act. The CalWIN manager provides input to the Department’s executive level, facilitates understanding and problem resolution among managers and others, represents the County’s interests and participates in vendor oversight in the Welfare Client Data System (WCDS) consortium of eighteen counties that operate the CalWIN system, and manages staff who provides support for the CalWIN system. CONSEQUENCE OF NEGATIVE ACTION: Failure to appoint a full-time dedicated manager for CalWIN jeopardizes the effective support of daily operations, implementation of projects dependent upon CalWIN to comply with State mandates such as Health Care Reform, and support of other business-specific systems (including State-mandated systems) that are also necessary to support operations and meet program requirements CHILDREN'S IMPACT STATEMENT: Not Applicable ATTACHMENTS P-300 #21349
