ADOPT Position Adjustment Resolution No. 21296 to reclassify one (1) Storeroom Clerk (91WC) (represented)
position #12349 and its incumbent from salary plan and grade QS5 0916 ($2,574 - $3,128) to a Materials Technician
(91VC) (represented) position at salary plan and grade QS5 1266 ($3,640 - $4,424) in the Public Works Department.
FISCAL IMPACT:
This action would result in a cost to the Department of approximately $511.30 per month or $6,135.60 annually,
which will be covered by charge-outs. The anticipated cost for fiscal year 2013/2014 is $6,135.60 if this
reclassification is effective 7/1/2013.
BACKGROUND:
Incumbent Ruben Gomez, classified as Storeroom Clerk, is currently performing duties that are equivalent to a
Materials Technician classification. The incumbent has been performing these duties for the past 3 years since the
previous incumbent retired from the County in 2010. On 4/11/2013, Mr. Gomez submitted a completed Position
Description Questionnaire (PDQ) for official review by Public Works Personnel which has been reviewed and
approved by his immediate supervisor.

Subject:Reclassification of Ruben Gomez from Storeroom Clerk to Materials Technician
BACKGROUND: (CONT'D)
After a thorough evaluation of his PDQ, it has been determined that the tasks that Mr. Gomez performs are highly
specialized, complex in nature, and require the ability to work with a high level of independence, which are more
appropriately categorized by the Materials Technician classification. Incumbent Gomez is responsible for
maintaining a large inventory of parts, materials, equipment and supplies, that is used by numerous County
departments, including, but not limited to, Public Works, Sheriff’s, Animal Services, and Health Services. Per his
Position Description Questionnaire (PDQ), Mr. Gomez maintains the inventory by generating daily stock orders
required to maintain proper minimum/maximum quantities, receiving and accepting incoming shipments, posting
incoming stock into computer systems to track inventory, storing inventory in warehouse, and checking out
inventory to county departments. In addition to being able to maintain a large inventory, Mr. Gomez utilize
various computer software programs, such as Assetworks M5, MP2, and CCG Faster on a daily basis to perform
tasks; including, generating stock orders, processing stock transactions such as sales and returns, processing any
special order requests, confirming accuracy of shipments, and processing incoming receipts. Due to short staffing,
Mr. Gomez is the main point of contact for the Materials Management Division of Public Works and is
responsible for completing numerous tasks unaided. He communicates with various county departments with
special order requests and is responsible for the selection of appropriate vendors for supply orders based on
factors such as vendor pricing and availability. Mr. Gomez carries out all interactions with county departments
and vendors and handles any disputes resulting from orders. After reviewing the job tasks, the preponderance of
duties have been found to fall within the Materials Technician classification. HR Staff has reviewed the duties
performed by the incumbent and found that Mr. Gomez exercises a high degree of judgment and independent
thinking to accurately perform the duties that are required of the Materials Technician classification.
CONSEQUENCE OF NEGATIVE ACTION:
If this reclassification is not carried out, Mr. Gomez will not be properly compensated for the work he is
performing. Additionally, duties and tasks that are essential to the County will have to be seized from Mr. Gomez
to avoid potential grievances regarding employees working out of class. Removal of these specialized tasks from
this position would prove to impede the daily functions of the County. We are therefore requesting Mr. Gomez be
appropriately classified and compensated as a Materials Technician.
