Settlement amounts are listed below.
BACKGROUND:
One agreement to settle pending litigation, as defined in Government Code section 54956.9, became final during the
period of August 1, 2013 through August 31, 2013.
Sylvia Teresa Lopez, as Guardian Ad Litem for S. Ochoa and C. Ochoa v. Contra Costa County Sheriff’s Office, et
al., CCC Sup. Ct. Case No. C11-02888. This was a wrongful death case arising out of the shooting death of Johnny
Angel Ochoa by a Contra Costa County Sheriff’s deputy. As part of a settlement and release agreement, the Board of
Supervisors authorized payment of $25,000 to the guardian ad litem who brought suit on behalf of two minor
children. The Board authorized settlement on April 23, 2013, in closed session,

by a 5-0 vote. The settlement became final on August 27, 2013. The settlement amount is paid through the Risk
Management Liability Internal Service Fund.
This report includes final settlements of litigation matters handled by the Office of the County Counsel. This report
does not include litigation settlements that were reported by the Risk Management Division of the County
Administrator’s Office as a consent item on the Board’s open session agenda.
CONSEQUENCE OF NEGATIVE ACTION:
The report would not be accepted.
