Reappointment to Health Maintenance Organization
Advisory Board
Supervisor Sunne Wright McPeak having noted that the
term of office of Michael J. Garcia on the Health
Maintenance Organization Advisory Board expires on January
31 , 1986 and having recommended that he be reappointed for a
three year term ending January 31 , 1989 ;
IT IS BY THE BOARD ORDERED• that the recommendation of
Supervisor McPeak is APPROVED.

In the Matter of Honoring )
the Memory of Theodore C. )
Wellman. ) RESOLUTION NO. 86/15
Today we honor the life and achievements of Theodore
"Ted" Wellman. A lifelong resident of Marin County, Ted
began his long labor of protection of the environment after
his retirement from Standard Oil Company. He devoted
himself to civic affairs, serving as president of the Marin
Community College District Board, the Marin Conservation
League, the Marin Boy Scouts Council and the Kentfield Civic
League.
On a larger scale Ted was at the forefront of water
issues throughout the State. He was a strong, articulate
advocate for economically sound and environmentally safe
solutions to California' s water problems. He played a key
role in the California Coalition to Stop the Peripheral
Canal, resulting in the defeat of Proposition 9 in 1982 and
assuring that fair water development could then take place
in California.
- As a member of the Committee for Water Policy
Consensus, he vigorously championed securing protections
for the San Francisco Bay-Delta system.
We, the Board of Supervisors of Contra Costa County,
honor Ted Wellman' s life, his respect for his environment
and his dedication to the preservation of that environment
for future generations of Californians.
