AGENDA August 13, 2013 Special Meeting Present: John Gioia, Director; Candace Andersen, Director; Mary N. Piepho, Director; Karen Mitchoff, Director; Federal D. Glover, Director Staff Present: David Twa, County Administrator Daryl L. Louder, Fire Chief 9:00 a.m. Convene and call to order. SHORT DISCUSSION ITEMS SD.1 CONSIDER selecting a final candidate for the position of Fire Chief and directing the County Administrator and Human Resources Director to take the necessary actions to complete the appointment of a new Fire Chief effective October 1, 2013. (David Twa, County Administrator) SELECTED Jeff Carman, Assistant Fire Chief of Operations of Roseville, California as the final candidate for the position of Fire Chief; DIRECTED the County Administrator to commence negotiation on employment terms; and DIRECTED the Human Resources Director to return to the Board in September with a Position Adjustment Resolution to establish a limited-term Fire Chief position to permit the new Fire Chief to work in tandem with Chief Louder during the transitional period of October 1-31, 2013. DELIBERATION ITEMS D.1 CONSIDER accepting an interim report on the Contra Costa County Fire Protection District Fire Study from Fitch & Associates, LLC. (David Twa, County Administrator & Jay Fitch, Fitch & Associates, LLC) Speakers: Vince Wells, Firefighters Local 1230. County Administrator David Twa presented the staff report. Mr. Twa stated three town hall meetings had been scheduled to inform and receive input from the public: August 19, 2013 at Pittsburg Library, August 20, 2013 at the Veterans Building in Lafayette, and August 21, 2013 at the Clayton Library. Mr. Fitch presented a Powerpoint slideshow (attached). He noted that this version was primarily for the Supervisors to indicate the methodology used to arrive at preliminary determinations in the study. An educational version without technical language is being prepared for the public meetings and will be made available to the Supervisors Friday morning, August 16th, to gain further input. Mr. Fitch also said he looks forward to receiving input from the meetings and welcomes dialogue with all stakeholders. The Directors expressed their desire for more detailed breakdowns in numeric data, more understandable language and expanded use of visual charts. Mr. Fitch assured that the next report would incorporate the things that the Directors requested. ACCEPTED an interim report on the Contra Costa County Fire Protection District Fire Study from Fitch & Associates, LL C. D.2 CONSIDER authorizing the Fire Chief, or designee, to submit a response to a request from the East Contra Costa Fire Protection District (ECCFPD) regarding potential interest in providing a quote for fire protection services to the ECCFPD. (Daryl Louder, Fire Chief) AUTHORIZED the Fire Chief, or designee, to submit a response indicating an interest in reviewing a Request for Proposal and including the point that the District may not have adequate resources to enter into an agreement at this time. Glover D.3 CONSIDER approving and authorizing the Fire Chief, or designee, of the Contra Costa County Fire Protection District to apply for and accept a 2013 Staffing for Adequate Fire and Emergency Response (SAFER) grant through the Federal Emergency Management Agency (FEMA) Department of Homeland Security in an amount not to exceed $10,365,000. Glover D. 4 PUBLIC COMMENT (2 Minutes/Speaker) There were no requests to speak at Public Comment. GENERAL INFORMATION The Board meets in its capacity as the Board of Directors of the Contra Costa County Fire Protection District pursuant to Ordinance Code Section 24-2.402. Persons who wish to address the Board of Directors should complete the form provided for that purpose and furnish a copy of any written statement to the Clerk. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Clerk of the Board to a majority of the members of the Board of Directors less than 72 hours prior to that meeting are available for public inspection at 651 Pine Street, First Floor, Room 106, Martinez, CA 94553, during normal business hours. All matters listed under CONSENT ITEMS are considered by the Board of Directors to be routine and will be enacted by one motion. There will be no separate discussion of these items unless requested by a member of the Board or a member of the public prior to the time the Commission votes on the motion to adopt. Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those persons who are in support thereof or in opposition thereto. After persons have spoken, the hearing is closed and the matter is subject to discussion and action by the Board.
