HomeMy WebLinkAboutMINUTES - 08132013 - C.81RECOMMENDATION(S): AUTHORIZE the Auditor-Controller to transfer $50,000 from the Park Dedication Trust Fund account 8136 27570 3610 to the County's Public Works Department to pay for the services of Public Works staff (40%) and a landscape architect (60%) to develop preliminary drawings and cost estimates for the planned development of a park on property adjacent to the El Sobrante Library located at 4191 Appian Way. FISCAL IMPACT: No General Funds are involved - 100% Park Dedication Funds. BACKGROUND: County Service Area (CSA) R-9 has been allocated $641,740 in Measure WW funds to use in El Sobrante. Public Works staff has been working with the District Supervisor and various community stakeholders in El Sobrante to develop ideas on how best to utilize the Measure WW funds and the approximately $400,000 in park dedication funds that reside in El Sobrante area census tracts. A number of proposals/ideas have emerged from these stakeholder meetings and now is the time for Public Works to engage the services of a landscape architect to work with the various stakeholder groups to further refine the proposals, prepare preliminary drawings/plans, and develop cost estimates for the construction and long-term maintenance of the proposed project. This process is expected to take approximately two months to complete. Afterward, Public Works staff will return to the Board of Supervisors and request approval of the proposed park project. Public Works staff will assemble all required documents for submission to East Bay Regional Park District (EBRPD). Approval from EBRPD is expected by July 2014. The request to access County Park Dedication Funds was considered and approved by the El Sobrante Municipal Advisory Council at its meeting on July 10, 2013. It is the policy of the County to use park dedication funds to meet local park needs. This funding request is consistent with that policy and staff recommends approval of the request for funds. CONSEQUENCE OF NEGATIVE ACTION: Not providing the requested funding will negatively impact Public Works' ability to engage the services of a licensed landscape architect to prepare the preliminary plans and cost estimates for this important community park project, as recommended by the Conservation and Development Director.
