HomeMy WebLinkAboutMINUTES - 01141986 - T.6 D T.6 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on January 14, 1986 , by the following vote: AYES: Supervisors Fanden, Schroder, McPeak, Torlakson and Powers NOES: None ABSENT: None ABSTAIN: None -------------------------------------------------------------------- -------------------------------------------------------------------- SUBJECT: Rezoning Application 2639-RZ, Development Plan 3046-85 and appeal of Sandmound Investors from Conditions of Approval on Sub 6610, Bethel Island area. This being the time for hearing on the recommendation of the County Planning Commission with respect to a request by Sandmound Investors (applicant and owner) 2639-RZ to rezone 35 acres from Water Recreational District (F-1) to Planned Unit District (P-1) , together with a Development Plan for 91 residential units, Development Plan 3046-85 , and on the appeal from the conditions of approval of Subdivsion 6610 in the Bethel Island area, and Harvey Bragdon, Assistant Director of Community Development, described the site and the proposed project and advised that the Planning Commission recommended the property be rezoned subject to all conditions imposed by the Commission and that Sandmound Investors had appealed the conditions- of approval for Subdivision 6610. He advised that all the appealed conditions had been resolved except for the road fee. The Chair declared the hearing opened and the following persons appeared to testify: 1 . Constance Brady, Architect for Sandmound Investors, P .O. Box 339 , Bethel Island, CA 94511 who advised that the applicant had not had the opportunity to review proposed revised conditions. She requested that the matter be continued for a week to give the applicant an opportunity to review the revised conditions and because the applicant' s counsel could not be present today. 2. Darrell Edwards, Route 2, Box 293A, Oakley, Sandmound Committee Against Traffic, submitted petitions against the proposed development from property owners in the area. He advised that he would prefer that the development not be built, but if it were to be built, one of the conditions should be that Cypress Boulevard be extended. He commented on the narrowness and condition of Sandmound Boulevard and the impact the additional traffic would have, and urged that any approval be conditioned to provide that all traffic from the proposed project use the Cypress Boulevard extension for egress and ingress. He also expressed concern about the quality of the water in the Delta and particularly Rock Slough if water is pumped from holding ponds or lakes into the slough. 3 • Richard Rockwell, 113 G Street, Antioch, representing Reclamation District 799 , advised that the Reclamation District had requested the Planning Commission to impose certain conditions of approval on Subdivision 6610, but that some of the conditions were not exactly as the District had requested. He advised that the District has the prime responsibility for maintenance of the levy, and therefore it is important that matters such as dedication of land, location of borings for soils studies, specifications for levy improvements, slopes, and plantings as well as ramps, be sub- ject to District approval. Because of the lateness of the hour and other matters on the agenda still to be heard, the Chair suggested referring the above concerns to staff for review and continuing the hearing. 1 As recommended by Supervisor Torlakson, IT IS BY THE BOARD ORDERED that this hearing is continued to January 21, 1986 at 3:00 p.m. and the Director of Community Development is requested to address the concerns brought forth in the testimony today. 1 hereby certify that this is a true andcarrect Copy of an action taken and entered on the rtfttes of the Board of 6upervi ors on the tate shown.
