Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
#24–443–34 with Adolescent Treatment Centers, Inc., a non-profit corporation, in an amount not to exceed $134,702,
to provide alcohol and drug program services for the period from July 1, 2013 through June 30, 2014. This Contract
includes a six-month automatic extension through December 31, 2014, in an amount not to exceed $59,232.
FISCAL IMPACT:
This Contract is funded (79%) by Adolescent Substance Abuse Prevention and Treatment and (9%) Realignment,
(12%) Administrative Office of the Courts. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing a specialized Substance Abuse Treatment
(SAT) program so that addicted youth are provided an opportunity to recover from the effects of alcohol and other
drug use, become self-sufficient, and

BACKGROUND: (CONT'D)

In July 2013, the County Administrator approved and the Purchasing Services Manager executed Contract
#24–443–33 with Adolescent Treatment Centers, Inc., for the period from January 1, 2013 through June 30, 2013, for
the provision of an Adolescent Residential Chemical Dependency Treatment Program at its Thunder Road facility in
Oakland.
Approval of Contract #24–443–34 will allow the Contractor to continue providing services through June 30, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, adolescents residing in Contra Costa County will not receive the specialized treatment
services that they need and may be at risk of incarceration.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
