SUBJECT: OAKLEY DETENTION BASINS
Specific Request(s) or Recommendation(s) & Background & Justification
RECOMMENDED ACTION:
1. Approve the development of- landscaping plans for the completed detention basins in
Drainage Areas 29C, 29E, 29H, and 30A;
2. Approve the commencement of acquisition on four vacant lots adjacent to the Drainage
Area 29C basin (APN 35-322-12, 13, 14, 15).
FINANCIAL IMPACT•
The estimated cost to landscape the five detention basins in the four drainage areas is
estimated to be $200,000. This cost is appropriately chargeable to the drainage areas as a
part of basin construction. The annual maintenance cost can be funded from Drainage Area
290- and 300 through maintenance fees and their share of the 1 percent property tax. The
cost of buying fee title to the four vacant lots is appropriately chargeable to Drainage
Area 29C.
REASONS FOR RECOMMENDATION/BACKGROUND:
Detention- basins in the Oakley area are a necessary feature of the drainage systems.
Drainage systems without detention basins are economically infeasible. The acceptance of
the basins by the community is heavily dependent on their end appearance and their use for
secondary purposes. We planned the basins with a secondary- use of recreation in mind
hoping that a park district would develop the sites. However, it appears that at the
present time there is insufficient recreation funding to develop these sites. Therefore,
we propose that the drainage areas fund some of the costs of site landscaping. ' Until the
sites are accepted by a park district, it is proposed that the Flood Control District
maintain the landscaping and basin sites as open space for visual enjoyment only.
, The acquisition of the four vacant lots in Drainage Area 29C is necessary to insure a
future secondary use and to allow the landscaped basin site to become an integral part of
the community.

CONSEQUENCES OF NEGATIVE ACTION:
Our failure to landscape the detention basins to make them a community asset will result in
further opposition to the use of detention basins. In many cases, detention basins are the
only practical solution from both a cost and environmental stand point.
