Approve and authorize the Purchasing Agent, on behalf of the Health Services Department, to execute a Purchase
Order with Advantage Medical, Inc., in the amount of $175,970.19, to purchase and install an updated HUGS infant
protection system at Contra Costa Regional Medical Center.
FISCAL IMPACT:
100% funding is included in the Enterprise Fund I Budget.
BACKGROUND:
The Joint Commission and the California Department of Public Health have both done regulatory surveys of the
Contra Costa Regional Medical Center (CCRMC) and found our existing Wanderguard system to be non compliant
for adequate infant security in a modern health care facility. The Stanley/Advantage
Medical HUGS infant security system is the industry standard and has been chosen as the vendor of choice by the
Perinatal Department. This technology replacement is required to adequately protect our infant patients from the
possibility of abduction and to satisfy regulatory agency requirements.

CONSEQUENCE OF NEGATIVE ACTION:
If this Purchase Order is not approved, not only will CCRMC be in violation of regulatory mandates but the
possibility of infant abduction will increase, due to the continued use of an aged and poorly designed infant protection
system.
