APPROVE and AUTHORIZE the Employment and Human Services Department Director, or designee, to apply for
and accept funding from the California Department of Education in an amount not to exceed $563,773 for part-day
State Preschool programs for the term October 1, 2013 through June 30, 2014.

BACKGROUND:
The State Fiscal Year Budget Act for 2013-14 provided several augmentations to the California Department of
Education Child Development Program. Additional funding was provided for the California State Preschool Program
(CSPP) to restore funding lost through previous budget cuts. The California Department of Education (CDE) is
distributing the additional funding by augmenting existing CSPP contractors wherein the contractor can demonstrate
the ability to provide additional part-day preschool services this fiscal year.
Preschool services are described as the provision of a learning environment to bridge the infant/toddler and
kindergarten age periods. Services are arrayed along 9 preschool learning domains: Social-Emotional Development,
Language and Literacy, English-Language Development, Mathematics, Visual and Performing Arts, Physical
Development, Health, History-Social Science and Science.

Subject:2013-14 California Department of Education Part-day Preschool Restoration funding
The Department's Community Services Bureau is submitting an application to receive $583,773 from CDE to provide
part-day preschool services to an additional 168 children. The services will be distributed among 4 childcare centers
in Richmond, San Pablo and Concord (see chart below). Approval of this revenue contract will provide support funds
necessary to provide these additional services to program eligible children and families.

CONSEQUENCE OF NEGATIVE ACTION: If not approved, County will not receive funding to operate these
childcare programs. CHILDREN'S IMPACT STATEMENT: The Employment and Human Services Department,
Community Services Bureau supports three of the community outcomes established in the Children's Report Card: 1)
"Children Ready for and Succeeding in School"; 3) "Families that are Economically Self-sufficient"; and, 4) "Families
that are Safe, Stable, and Nurturing" by offering comprehensive services, including high quality early childhood
education, nutrition, and health services to low-income children throughout Contra Costa County.
